In Mercenary, Reflec Coating for Vehicles is located on page 106 as a vehicle option. Tech Level is 11, cost is 1,000Cr x sum of Armor and Hull ratings. There are also rules for "slagging" off the reflec; i.e. how it loses effectiveness after multiple hits.
In Civilian/Military Vehicles, Reflec is purchased as a Hull Quality (Step Two). Tech Level is 10 and cost is a "Hull Cost Multiplier" and wrapped up in the cost of the hull itself. Other than adding +5 vs lasers there are no other rules for the reflec in this product.
Using the Van example in the Vehicle Creation System (as published on page 27) you have Hull: 9 and Armor: 10.
- Under Mercenary the cost is 19,000Cr.
- Under Civ/Mil Vehicles the cost is 13,000Cr (see Hull Example on page 7).
So,
1) What is the proper TL for Reflec coatings?
2) If we assume the construction rules in Civ/Mil Veh supercede the costs rules in Merc, then are we also to assume the "slagging" rules are also superceded, or not?
Before anyone says it, I do understand that the GM has much power here and I can just make a ruling on the use of slagging myself. But given the seemingly CONTRARY signals from the "official" products I am wondering if there was a game balance or some other reason (not just "we missed it") that there are differences in TL, costs, and rules.
