Let see if this is a betterlocation for these questions.
1) Flank Speed! - while I like the intent of the rule and agree with the premis, it does somewhat overbalance slow ships versus faster ships. The most glaring cases are submarines, where gaining an additional inch of movement bascically doubles their speed when submerged.
2) Torpedo Belts - it states that you need to roll a 4+ to hit the torpedo belt, and if you do then the attack dice would be re-rolled. The rolls for torpedo belts in the VaS book allow for the damage dice to be rerolled, not the attack dice. Is this being changed in the OOB?
3) Smoke - Under smoke it states that all fire by the fleet employing smoke is subject to range penalties. What about the fleet that is not creating the smoke? Shouldn't they be affected by range penalties also?
