Are there any plans to release the Franz Joseph Federation Tug and Klingon Tug for A Call to Arms?

This is not in any way an official answer, so take with a grain of salt.

Franz Joseph ship designs are licensed from FJ Designs AND Paramount, so they typically are released in sets containing only FJ ships. The FJ ships are the Federation tug, scout, middle years dreadnought, and (I think) heavy cruiser. I would imagine that you will probably see these ships released as one boxed set together when and if they are released.

As for the Klingon tug (and the rest of the tugs), I'll leave it for Jean and/or Matt to comment on that, since I just don't know.
 
Melkor, plans to release yes problem is fine frame. As was mentioned the Franz Joseph designs are licensed by ADB and they can Joint Venture with Mongoose to produce them in the 2500 series but I wouldn't hold my breath waiting for them.

There is apparently quite a few things in the que to be done first. Things like finish the Erratta from Book 1 then moving on to Book 2 which is already looking pretty packed with things like Scouts Escorts Battleship as well as the rest of the Tholians and Or ions and adding Lyrans maybe LDR, WYN and Hydrans which would mean Fighters as well.
 
At some point yes, along with everything else.

I suggest ages ago doing the FJ ships as their own separate boxed set with a downloadable little rules booklet, which should split everything off and make the licensing simpler.

That would work well with the idea of overlapping squadron box releases with their Starline 2400 counterparts, which in this case would cover the same territory as the 2400-series Squadron Box #91.

(In FC, the ships from that box are covered in the Booster Pack #91 set of laminated Ship Cards. The same eight ships would be prime candidates for conversion to ACtA:SF, in the event of a booklet being offered to support a 2500-series edition of SB91.)
 
Well...
As usual, I got tired of waiting for the official mini - so I started making my own.
Here are a couple of in-progress shots.
The saucer is cleaned up and ready, the dorsal neck is marked for cutting, and the left nacelle is well underway:



Here's a close-up of the reworked nacelle:
 
Major assembly is finished.
I still need to build a tow-pad/connector - but that's waiting on arrival of my freighter minis so I can get an accurate measure measurement of the ST2500 pod size.



 
Here's an aft view of hte TUG.
Note the "widget" I used to obtain optimal alignment of the nacelles.
Also... too bad I just noticed the bottom edge of hte neck was cut at an angle.
At least that's an easy fix.

But I thought the SL2500 freighters had been designed smaller than the FJ pod size?

I can't say... as I have yet to see a ST2500 freighter and the pods haven't been produced either.

The Mobile Base (which is actually a construction of 6 pods) is made much smaller than 3125 scale, but the freighters and tug pods should (and I emphasize... should...) still be the same size.
 
Not quite on the model topic, but with Tugs as a topic. I'm just starting a campaign and will include Tugs after initial fleets. To use them they will replace a BCH and due to the silliness of using them as purely combat vessels they will give twice their points to the enemy for damaging or destroying them.
Other points will be that after combat the damage will be spread proportionally between Tug and Pods, the Pods can be repaired separately and the player will be able to get different Pods, doing a Scenario with information to be gathered then use pods with Scout channels (i.e. Pseudo-Fighter pods) or have 2 sets of Battle Pods so one can be repaired whilst another is used.
Depending on how much is being carried the Tugs will probably be Slow.
For those without SFB (FC still hasn't got the variety of Tugs that SFB uses) most tugs are Cruisers size (heavy or War) with weapons removed and Cargo added, as well as mounting points for the Pods.
Strategically Tugs are essential, sorry Tholian, Orion and Romulan Tugs don't really exist (Roms do have a few weak tugs and one Klingon type Tug) and so will be needed in ACTA:SF eventually.
