Just curious (and lazy, having read neither TCS nor Dynasty yet), is there a straghtforward way of concerting a Dynasty's military capability into a budget for TCS?
 
Not as such.
Dynasty is a self-contained game, and TCS is fundamentally a wargame more than an RPG - although you have the means to generate characters as representatives of a dynasty, the Dynasty's Fleet characteristic is a qualitative, not quantitative one - a Dynasty with Fleet 12 has a fleet massively more powerful than its peers in any setting, whilst a Fleet 3 or Fleet 4 can protect its own critical territories but not a lot more.

What an 'average' fleet is, however, depends on the setting and is left to the GM to define. I'd suggest that you set a budget for the 'average' fleet and then pro-rata that budget up or down relative to the Fleet score of each Dynasty.
 
That's more or less what we did.
Ran a quick Dynasty game a while back, with the two players representing lesser Goa'Uld system lords. We figured that the biggest fleet you ever see is about thirty ships (Anubis' all-out assault on earth), that represented a maxed out fleet stat - therefore each point of fleet represented one-and-a-bit Ha'Tak (or multiple points for a flagship).
