Trickster Luck and other gifts

Are gifts generally "always on", or are they limited? For instance, can a trickster with Innate Luck switch the numbers over on every dice roll they make? I'm thinking about charging 1MP every time it's invoked, if it ever comes up, which it hasn't in my game.
 
Hm, "Enhanced Learning" is a bit unclear as well. I think it means per end-of-scenario improvement session. That could be too generous as I frequently allow improvement opportunities within a scenario. For instance, if a sea voyage is called for, that's a couple of months in which they can train and practice and spent IRs. A campaign of several months of gaming might be just one "scenario" as well, if it's a long and complex plot. I'm wary of being too arbitrary in declaring when the bonuses can be used.
 
The trickster gifts are very powerful. I can understand the inclination to house rule it a bit. Maybe you can allow the player to choose ONE skill to accelerate the learning per IR time.

But some stuff, like "gain an extra CA" is always on.
