My guess is that belt miner is a re make of the miner rules stripped out from high guard in a more modern layout with some additions.

Oh, I hope so! Hopefully, also including some (greatly!) expanded information on industry and related topics - give us some meat on how refineries, smelters, commercial zones, and manufacturing plants work. In particular, we know what their outputs are, but what inputs do production facilities require, and (particularly relevant - and untouched on, so far) how much wastage/slippage/spoilage is involved in their operations?
Battle dress/combat armor is another area which can use a huge upgrade, particularly in light of Robot Handbook/Vehicle Handbook. In fact, if the "smart equipment" possibilities which the Robot Handbook enables are something which could be developed into a full-sized sourcebook, then it can also apply to weapons and other equipment - fans of the old Rogue Trooper comic ought to be getting some ideas now...

So the armour book is probably related to the battel dress
