I think it reads, "Your mother was a hamster and your father smelt of elderberries!"
There's no translation. It is just nice looking Zhodani text
If it helps its a recruitment poster designed to get people to sign up to go coreward

reminds me of the old joke, that if you shout at a Klingon the old insult..."Your mother wears army boots"... that after the insult is translated into Klingon for him, he will burst into immediate smiles, beaming at the great compliment you just paid his mother that you believe she wears the foot gear of a warrior.
Personally, though, I think the Zhodani recruiting text reads "Think how far away the Core is from your Mother in Law...."
The true answer is much duller, Abby is off tomorrow
