Traveller clarifications request thread

I figure it may be useful to make a thread for all those rules clarifications that people need in Traveller - that way maybe Mongoose can get round to providing an official answer to them or addressing them in future products. So this isn't so much an "errata" thread, but more a "how exactly is this supposed to work" thread, or a "you didn't mention this thing that seems important" thread. :)

As an aside I don't know whether this is more appropriate on this board or on the separate Rulemasters board...
 
So here's one that I uncovered in my alternate drive performance thread:

What are the game effects of installing a more powerful power plant than necessary in a spaceship? There don't seem to be any rules for what to do with excess power (or even for allocating power at all). The old CT High Guard rules had Agility, which allowed a ship to become more nimble with the application of excess power, but this isn't present here.

Is this an omission (I wonder if it is, because IIRC the playtest version had energy allocation?)? And is there an official answer for this?
