What TL would you need to have a colony that sustains its population primarily through cloning rather then through natural reproduction?

Varies by edition.

Full body TL or so.

Specific parts TL13, so resequencing TL12 or so....

I agree. Of course, the real kicker is going to be when is it socially acceptable to do all of that. If society is squeamish about geneering, "playing god" or whatever they want to call it then that will significantly delay (or shut down) this sort of technology. If the society is more transhumanist and accepts or even embraces it, then it'll become a reality a lot sooner.

All of which is nearly impossible to pull out of a UWP. I could see just about any Law Level and just about any Government type make use of cloning.

Heh... yeah. In the sector I'm working on, I have a religion that's deeply involved in genetic engineering. It's actually doctrin that one must be perfecti or "perfected" (through genenginering) in order to become close enough to God to be taught the highest levels/deepest secrets of this cultish and transhumanist mystery cult. Almost no one knows the horrifying truth of what they're really about.
