Is it correct where it gives a cost of zero for a teleporting nude?

That would be 5 teleports a minute (based on the "beyond visual range" delay), or 2500 km a minute, which works out to 150,000 kph. Assuming you have no DM's due to skill or psi strength, you will be successful about 41% of the time, making your actual speed 61,500 Kph. That's one and half times around the earth an hour. At no psi cost.
