Telepathy as move action

The book states that telepathic abilities with "standard" listed as their action can be used as a move or attack action. I was already told on this forum that you still could not use two move actions to activate two powers but still, I realised it was much more powerful than I thought.

It means the following things:
- Telepathy can be used during a surprise round.
- A telepath can use a telepathic power and fire a PPG in the same round if he already has it in hand.

Isn't that a bit extreme?

I'm seriously considering making these powers require an attack action to activate and a move action to maintain.

I would like to know how you dealt with this.
 
Telepaths as trined by the P Corps to instinctively react. Hence teeps who are trained by the P Corps are constantly ready to use their ability.

Reference, when Talia had her alter ego triggered she immediately replied..... without even pausing to think.

Telepath power is like a fast computer that is always running but under control. Let the control slip for a nanosecond and watch the power come out.

It is the Inate/Natural ability of the Telepath and by the very nature of Telepathy never truly meant to be even remotely fair to non telepaths.

Hence the laws requireing P Corps taught control and restricting its use to only specified uses.

Or as the good Mr Bestor was so fond of saying in so many words: we (teeps) are the future of the human race.
