They are government ships that are often armed. (Much like Coast Guard ships today). They aren't active military. But, they are civilian much like police are civilian and not military...

Armed? The tenders I can see, but arming a courier craft that has no effective maneuver makes no sense.

At bay? When you can't even adjust the X-Boat's attitude (according to some)? One turret anywhere is going to have huge blind spots that the pilot can't do anything about. Arming it with missiles or using the CT Tender's "Turret on a track" is just going to cut into that precious cargo space that much more.

The Express Boat has a hardpoint and 0.05 tons for fire control. I highly doubt there will ever be a weapon on board. Mamma Tender's array will help her brood.
