With Imperial support this planet could exist. It might be helpful to know what size the ship the patron is hosting dignitaries on. It would take a reasonably large ship (say 10k Dton’s or greater) to have enough space to actually host such a thing, as well as the captain to have any sort of importance that planetary dignitaries would show up.
Actually, for a Captain to do this in orbit of a fleet base it would be pretty silly. Without some other reason captains are a dime a dozen at a fleet base. And ground facilities would be larger and made to handle this sort of thing. He’d need higher rank say minimum commodore, or even Admiral to generate enough interest from planetary representatives to pay any attention to him – which would automatically get him the ship size he needs to host dignitaries. Plus, if this guy stabbed his Captain in the back and climbed the career ladder, it would provide much more fuel to the fire of revenge.
