Starter boxes point confusion.

I just got the new rules book and the fleet book. I'm starting to get a handle on the fleet building thing but have some q's about the starter box configs. I was looking to get both the Narn and Centauri starters. They both indicate that they have a five point battle level fleet.
Are the flights of fighters in each set not part of the points calculation?
There seems to be five points already in the centauri fleet without the fighters. If fighters aren't calculated in the points cost because they are included with certain ships ( like the two Sentris with each Primus battlecruiser ) why are there 8 flights included in the set when you only need 4 flights?
I am having and equally puzzling time with the Narn box set points breakdown as well. It looks like your ships have 11 flights of fighters altogether, but only 8 are included.
Would some kind soul please explain what I'm doing wrong?

You're not doing anything wrong. The Centauri box has "free" fighters, on top of the four flights you need to fill the Primus' bays.

The Narn box is short some of the flights you need to fill the ships' bays. Several of the box sets are light on fighters, they generally have eight flights which appears to be a holdover from the older sets that were not designed to any specific points value. They just had a selection of ships.
 
The boxes generally have either 8 or 12 fighters. Most of the fleet boxes need a few extra fighters to represent carried fighters.
