I'm finding the ruling on Starhip building and luxuries a little...vague. The way I'm interpreting it as 1 ton/100 000 per high passage stateroom, but it feels wrong. However, there is no other ratio to link it to...
Anyone had this question answered?
 
Page 110 states that each ton of luxuries counts as one level of Steward skill, allowing (from page 58) two high or five middle passage passengers to be carried without sufficient numbers of trained stewards.

I'm using it to account for things like the casino, health club, bars, etc in a massive 2k tonne liner I built....

seemed the easiest way to go.
 
There's also massage acceleration couches, gourmet auto-chefs, howood accents, Vac-Pad paneling, hyper-definition Tri-D video panels with Sens-surround, and dedicated Orderly-bots.
