Starport Ratings

After reviewing the map again I started thinking that for this sub-sector, the starport ratings don't seem to mesh well with some of the planets. For example Noricum has a D starport. But it's TL1, which means somebody from off-planet has to be running it. Not a big deal, the Starport authority does that all the time....except there isn't one here. So the does the GeDoCo company act as the defacto Starport authority for the entire subsector, using the threat of military force to own and operate extra-territorial starports on every planet (like the Imperium does)? That's not clear and it should be, because the CRB talks about the Imperial starports in such a manner, but nothing similar for Sindal.
 
Ah the joys of randomized world generation! Makes one actually use their imagination to explain the situation especially outside imperial space. A Class D is your startup we're here to stay starport which means someone in the subsector found a situation and a need for it.

Reading about Noricum and GeDeCo, it's quite possible the corp. has decided there's value to uplift this world. Looking at Noricum's position in the subsector, it is a good candidate as a growing jump 3 stop between Threev and the stars on its side of the 2 parsec gulf. Jump 3 ships can use a higher class port. You only see a backwater world with less than no value but someone else with credits sees a future gold mine.
 
In general I would agree with you. But I used Noricum for a particular reason. It's TL-1, it has virulent biological weaponry still active, the animals can't be consumed, the water has to be filtered... it seems odd that any Traveller would stop over there unless they were totally desperate.

You need a J-3 ship to cross the rift there. If your destination was say Thebus or points south and you were coming from Imperial space, a J-3 from Vume to Salif, and the Salif to Thebus would make far more sense. Especially since Noricum would virtually have no goods to interest traders aside from trinkets. I think Noricum would have an X class starport, with maybe a beacon or traffic sat in orbit to give automated instructions (and maybe a mechanical raspberry to anyone stupid enough to come by).

The starport was blasted in the war but sometime thereafter someone did put down a beacon and started exploring and assessing the world's future potential. Then came other ships and the area of first landing and first contact was fitted with the essentials of a class E for more intensive analysis. Could be other ships made infrequent calls of port when jumping the gulf. You can gas for free at the giant but sometimes you need to get out and stretch. Besides the outfit controlling the 'port', others may arrive out of curiosity or a need to explore this harsh place with a past. Tales of potential artifact plunder or just a trade opportunity could drive many to pay the docking fee. This works well enough to make the place more traveller friendly and profitable and attract more to use it as a jump point which lead to financing the class D facilities. This goes well enough and maybe someday it could upgrade further to a class C.
