Starbase generation for worlds...

I'm looking at the book and see

"Starports are rated from A to E. To determine the level of a starport on a planet, roll 2d6"

The first option is 2 or less. With out adding or subtracting anything to the 2d6 roll how would I get "or less"? I'm assuming something should be adding or subtracting something as the text mentions that most planets only have a "downport" and thus should be rolling the "2 or less".

Anyone else have issues with this?

Take a look at the last line of the grey box at the end of the world
building chapter, there the type of the starport is determined by
rolling 2d6-7 and then adding the population level instead of rolling
2d6 as in the standard procedure at the beginning of the chapter. :)

That always seemed weird to me. Pop + Tl seems like better mod. A tl 15 world would have better mod than tl 7 one...

That was my suggestion back during the TMB playtest!

I selected population, because like the other UWPs, you can't use more than one stat to create the other. You can't use Tech Level because TL is dependent on starport type! So the logic would be backwards. Remember, this is supposed to be done as part of the normal UWP generation process and TL is the last thing determined since everything else affects it.

Also, with the TL DMs, it is practically impossible to get a POP=A world with a TL=1. And even if you did, an interstellar society would want to trade with them. That's too big of a market to ignore at any TL. Import shiny beads and metal knives and export raw materials and cultural stuff.

I see the problem, and why the general rules framework prevented
another solution, but I am still not happy with it. However, this does
not matter, as I can always make a "manual override" of the system
and use any UWP values I like. 8)
