It will probably be a case of proximity until the time of the Imperial Second Survey. There aren't that many Droyne worlds to begin with, not all of them are starfaring, and some of the Chirper populations won't be close to any of them. Add to this the inherent timidity and ability to not be seen the Chirpers possess, and for them to then be recognized by the (presumably Human) local populations.
