Spinal mounts and planetoids

Might have been mentioned somewhere else. The spinal mount limitation states they can not be larger than half the tonnage of the ship. For a planetoid vessel that only uses 80% or 65% of the tonnage is the limitation on the total tonnage or the useable tonnage?

It seems only fair to base it off usable tonnage. Otherwise it seems like double-dipping.

I thought that and it sounds reasonable but better to ask.

Possibly one of the advantages to twenty percent wastage.

It's never been addressed because the fifty percent rule is rather recent.
