Speed modifiers due to damage

I know your suppose to take the highest mod so if a ship is crippled and has 8 speed and suffers the -4 speed critical does that mean it halfs it's speed to 4 and to 0 as it has -4 speed? If so as the ship has not moved may it actually turn?

No. Ships with 0 speed may not turn. See Bryan Steele's answer here: http://www.mongoosepublishing.com/phpBB2/viewtopic.php?t=34222&highlight=speed

Just to confirm, then:

You apply the "half speed" due to being crippled, then the speed modifier from engine damage. So if a ship with normal speed 8 is crippled and has taken a -2 Speed critical, its speed is now 8/2 - 2 = 2, not (8 - 2)/2 = 3. Being reduced to speed 2, it can move 1", then turn.

And if it's taken the -4 Speed critical, its movement is 0, it can't turn normally, but it can All Stop And Pivot. (Bryan does not appear to have contradicted that specific point by Burger during that thread.)

How much of the above is correct?

p. 9: "If a ship suffers a critical hit resulting in loss of Speed and is then Crippled, halve the speed for it being Crippled, then deduct the Speed penalty of the critical hit."

Yes, but that was in the context of the argument about whether moving 0 inches counted as "not moving" or as "moving half of speed 0".
