Space Combat Question

I have a question about the space combat rules.

On page 149 of the core book there is a rule about burning initiative to get more reactions...

Burning Initiative
A ship may reduce its Initiative score to get bonus reactions.
Each bonus reaction costs two Initiative and affects the ship’s
Initiative score for the following round only.


...I'm not sure how that works.

Is this done in the reaction phase?
How many initiative points can you burn?
What if next turns initative is negative?

I'd like to hear your interpretation.
 
I haven't read it, nor have I run a space combat yet, but you can do something similar during normal ground combat, so I'll bet it works the same way.

One of the problems that I've run into the MgT combat system isn't that it's complex, or hard to understand, merely that it's hard to translate to/from the written rules. Stainless has a Traveller Combat flow chart on the MGT-Aids Yahoo Group that does a good job of illustrating the system - run through that, and I think you'll figure it out.
