According to TCS a single HiPop world can have a naval budget of tens of trillions. A fighter might cost MCr 100 with carrier. So a single world can field hundreds of thousands of fighters with thousands of carriers. A Sector can field millions of fighters, and a major interstellar empire can field tens of millions of fighters.
Even if fighters are only a small fraction of the Solomani navy they can have millions if them. If we assume two active pilots per fighter and an additional pilot in training, they might have in the region of 10 million fighter pilots out of a population of perhaps 10 trillion. So 1 out of every million Solomani citizens would be a fighter pilot. That is quite few.
