Most # feats are available to any class. The # merely shows the feats a soldier can choose with the bonus feats from the soldier class (1,2,4,6,8,10,12,14,16,18,20). A soldier is not required to choose the # feats with feats gained from character levels (1,3,6,9,12,15,18 ) and favoured class (1,5,10).
