sniper and Observers

What kind of home rules would you give if a sniper has an observer to help him spot?
1) Sniper does not need a ready action to select a target out
2) Sniper geta +1 in addition to the D6 +#
3) Sniper get a third action

I assume that had MP produce the sniper squad for the Chinese that there would be 5 teams of two (sniper & obs.)

Could the MEA have an observer?

Option 1 seems really powerful. That's especially if you get to deploy and pay for each team seperately, which makes more sense than buying 5 pairs that all act as a unit.

Option 2 and 3 seem fair.

The other idea I'm thinking of is that by having the Observer out that when the sniper does a snipe action, by taking a Ready action first, that this Shoot attack can't trigger a reaction from the target unit.

I think using the rules for the SAS BArret gunner would be reasonable to start with.
