I've got a question.

If you send a ship from one table to reinforce another does it get all its damage and crew back before it emerges from hyperspace? Also do refits happen before reinforcements so the reinforcing ship could have this bonus?

Not if its the same as the Earth/Centauri War... you arrive in the condition you left your battle, and Refits are done at the end of all battles that turn. 8)

Just realised that part of my question on reinforcements hadn't been answered yet.

1) Reinforcements

a) It doesn't explicitly state (unless I'm missing it) that only the winning side may send reinforcements, can the loser reinforce their alies as well?

No, only the winner. The loser will be running, scared, with his tail between his legs.

Hey, I reinforced people on ocassion at the E-C War campaign!

My best one was holding off the Gaim player from reinforcing whilst only managing to lose 1 WS, that's all my Admiral asked of me, and I delivered.
