The VPs would depend what level the battle is being fought at... yes, at Raid it would be 3 VP... but at War it would be 1 VP. It is a fair question because it is not addressed, and the rules lawyers ruling that it is 1 AD doesn't sound too good. I'd house rule it to be 5, the starting Damage.
