Shot-spotting aircraft - why removed from OoB?

The Supermarine Walrus and similar aircraft seem to have had a pretty noticeable effect on naval gunnery by spotting the fall of shot from off-axis. This is modelled in Victory at Sea, but explicitly removed in the advanced aircraft rules in Order of Battle. Would it be possible to know the reason for this? It seems that aircraft on board non-carrier ships are basically useless now, unless you're looking for submarines or using the long-range search rules in Hunting the Beast. Or am I missing something?
 
I think they're still "there" but were removed to avoid clutter since the fighters were a bit more common in OoB... that was my take on it when I read the two books, anyhow.
 
I assume your talking about the +1 for spotter planes?
This was probably removed because of the book keeping for every ship. Both sides have it so it just balances out, so I assume thats why it was removed.
But if you want you can use a home rule that each side gets to add +1 to one shot from there main guns on one ship per turn using the spotter planes from the ships. This gives you a use of the spotter planes but not a bunch of book keeping. Also not having to keep a bunch of models or counters on the table running from fighters.
Side note I think it only helps CLs or bigger and to prevent cheese role randomly to see which ship it helps each turn.

I thought it was taken out as being too prevalent and too powerful for both the game and reality.

Age of Dreadnought has a variant that seems more reasonable in that the spotter helps against more static targets, so things that are stopped, anchored in harbours and shore emplacements for example.
 
A friend who knows the period better than I do says it fell out of use when radar got better - but of course we just have a binary Radar attribute here, so that's hard to model.

Any reason could be correct. Thats just my guess.
But nothing stops house rules in any game as long as you enjoy it and play.
