Traveller has that at TL 9. There'd probably be some prototype hulls of that nature in TL 8. 8)
We have TL 9 communications now in modern day as the norm for everyday people and we have some TL 8 vehicles under government control (Reaction Drive space stations and shuttles) and we're apparently still TL 7, so stranger things may happen 8)

Nice link... I recall something about this idea quite some years back, though I prefer pressure difference activated nanites myself!

'Seal-healing' structures have existed for a long time in certain niche applications - the traveller one is based on seal-sealing fuel tanks and fuselages which are long existing military tech.
