You can do them one by one, at least that's what I've always done, and what my opponents have always done at tournaments. Pick one, if it fails then the next scout tries again on the same target, if it succeeds the next one moves on to the next target. Its not actually specified like that in the rules but from the wording of the Scout trait, it always refers to the singular scout ship. It doesn't mention declaring all their actions, then making all their roles. I think that is justification enough for doing them one-by-one.
