Scharnhorst Class

I've been thinking of allowing upgunned Scharnhorst Class vessels in a campaign I'm running armed with the 15" (38cm) guns that the Germans had planned on installing. The problem I'm having is should it be a Battle or War level ship. On the surface (no pun intended) it looks similar to Hood & Renown but with armour 6+ it looks like a marginally weaker Bismarck. Thoughts?

Check Signs and Portents #58. It's got all the Z-Plan ships. The upgunned Scharnhorst is Battle Level.
