My understanding of the rules are the very first career you do after university you do you get all the service skills at 0 (basic training) and do not do a skill role that term. The next very first term in a new career you can pick one skill from the list to take at level 0. All subsequent terms you pick a table and roll. In all cases you roll survival+event next, then advancement. All promotions you pick a table and roll.
One house rule I do is that I treat every career as if it is a profession. You get level 0 if you do basic training, and then go up 1 for every term you succeed at a survival roll. That way, there is always a professional organizational and functional familiarity level separate from the specific skills.
