Stop me if I'm missing something here but under the 'changes' to advanced jump engines 'they can now fire normally the turn they enter not needing a scout on the table'.... I may have missed something but you have NEVER needed a scout on the table for an AJP ship to fire on the turn it arrives!

Also under 'scout changes' the 'redirect fire is now only 1 weapon per ship rather than all fire'. Again, this is not a change, as much as it is 'the same way the rule has always worked since scouts were first added to the the game!'...

There's other little niggles that make me wonder if the person who wrote this actually ever played the previous version of ACTA (whilst it seems fine as a review of 2nd ed it seems to me that it fails somewhat in terms of actually comparing it to the previous edtion at times....)
 
Maybe the "now" is referring to some strange playtest version that was tried, and binned ;)

TBH think you're readng a little too much into it; it is a long article with lots of changes which are correctly stated. It's a bit harsh to pick on the 1 or 2 things that are not even incorrect in themselves, but may have an incorrect preposition used to describe them!
 
yes but I'm bored and have had a tiring day so it's fun to dig for holes :P (I'm just grumpy cos I still dont have my books ;))
