RQ II Empires Question

I am currently working on a 17th century alternate earth setting where
the characters establish a new colony on a remote island in the Indian
Ocean. It is basically a swashbuckling setting in a region where the cha-
racters can encounter colourful civilizations (Arab, Persian, Indian, etc.)
and have adventures in the style of Sinbad's voyages, but the develop-
ment of the colony will also be an important part of the setting.

From the preview of RQ II Empires it seems that this supplement could
perhaps cover this background part of the setting well enough, with rules
for building and developing the colony, so that I would only have to adapt
these rules to my specific setting and add some parts, for example for the
colony's sea trade, from other sources or systems.

It would be nice if someone could tell me whether this is true, so that I
can decide whether to (pre-) order the supplement.

It is.

RQ Empires gives you rules for creating and running city states, colonies, nations and entire empires. Further rules help you integrate your characters into the larger metagame.

Should suit your campaign well.
