Riot Foam

The rules for riot foam don't mention it, but we thought it reasonable to apply the same agility penalty as if it was knocked down to a figure immobilized by riot foam.

As a house rule, it does not seem unreasonable - we'll take a closer look and see if it is worth putting in the FAQ/Errata document!
