No; those ships aren't meant for campaign play, and refits only apply to campaigns.

If you wanted to house-rule it though, I would use something like the Brakiri table since it is fairly generic.

does it actually say anywhere that they cant be used in campaigns? their a legal part of a combined league fleet afterall.
 
In one sentence it states that these ships should not be used in tournaments or campaigns (Military Ships - P156). However, it does then goes on to say 2 sentences down that combined league fleets may use Lumati, Hurr and Ipsha vessels as if they were League ships. Slightly contradictory :?

Pak Hurr Gunship is different to "Other Craft" Hurr Gunship. Totally different stats, despite the similar names.

Yep precisely, page 156 at the bottom under "Military ships".

They can be taken as part of a League fleet. But there's nothing there to contradict the above. They can be taken as part of a League fleet, but not in campaigns or tournaments. :)
 
not sure as havent looked at it in a while but there was probably refits in my league pack that expanded all the races
