If you want to charge a unit with your unit, you should definitely only do so if the target unit is under suppression, or else after you charge in, but before you do close combat, they would be able to make a reaction and blow you away?
But if you charge them while they are suppressed, the most they could do is move on the reaction? Then you could begin your close combat.
