The Minbari jump point bomb in ITB had all the signs of a prepared ambush set up well in advance of the battle. The Black Star's jump co-ordinates were prepared prior to the ambush, the flyer was there to lure the EA ships onto the prearranged ambush point (it was made very obvious that it was a lure, otherwise it would have just popped out to make the scan and the Black Star would drop right on them where they started).
Therefore it nots something that could be replicated in most battles due to the amount of preperation required...

Probably true, although you could argue that another ship on the table could feed coordinates to a ship in Hyperspace allowing it to JP-bomb a target. I'd prefer it if ships had some chance to avoid an incoming JP as they are shown to be able to detect forming Jump Points and should have at least a CQ-roll to reduce or eliminate damage.

As far as the Omega boresights go, I think it's a compromise based on the AOG Omegas being able to fire only one beam off-boresight to each front/side hex and both only on the front hex. You could experiment with giving the Omega a 2AD F arc weapon which could be fired as a 4AD B arc weapon if preferred. Not in a serious game obviously.
 
The 4 inch range is big as well, bigger than a e-mine radius. We palce the jump points at the start of movement phase, scatter jps then move ships then do jp damage if ships are still in range.

The reason AOG lost the license was that Mongoose had been sniffing around the RPG license. WB found it easier/better (for WB...) to keep all the gaming licenses in one place - this wasn't Mongoose's intention by all accounts, as from what Matt has said in the past, they never intended to produce a starship combat game, and in fact wanted to produce a set of interface rules to use B5 Wars with the RPG.

And if you think that B5 Wars is a refuge of munchkin players, you clearly have never played the game... Also given that the ACtA stats are in the first instance derived from the B5 Wars stats (and in fact almost all of the non-screen ships come from the game), there is a certain amount of "fair comment" in the comparisons.
 
Actually, JMS described the e-mines as being very damaging to the Shadows (why they halted for a moment) and the notion they did little was a mistake.
