Questions on point allocation and the Universe of Babylon 5

I have two questions on point allocation and the Universe of Babylon 5 (starting page 117). I have read the section on page 40 of the core Traveller rule book.

How do they buy their Psionic Strength?
Like an attribute so they would get P5 for zero points?

How do they buy their Talents?
Make it five points minus the learning DM for each talent plus one point per previous talent?

I am not so sure about my original idea. My original post allows for everybody to be a P5 sensing for one point or a P5 scanning/probing for two points. I would like a definite cost to be a telepath. The cost for a maxed out P12 with all the talents would be 19 points that would require three terms at the very least. It would be more likely four terms as three terms would only give you two points to spend on skills and benefits.

Another idea would be to have the Psionic Strength cost the Characteristic cost plus four. This would make a zero cost Psionic Strength not possible. A P5 would cost four points, and a P12 would cost 14. The cost for the talents would be five points minus the learning DM for each.
Now the P5 sensing will cost five points or the P5 scanning/probing will cost six points. A one termer would probably not pick up more than two talents as they would need to save points for skills and benefits. The cost for a maxed out P12 with all the talents would be 29 points that would require five terms at the very least. Five terms would give you five points to spend on skills and benefits.
