Question about Evasive Action

There does not seem to be any real penalty to declaring the Evasive Action special rule. In SFB and FC, if a ship uses EA, it cannot shoot, use tractors, use anti-drones, and suffer other penalties as well. Are there no penalties to using Evasive Action in ACTA: SF?

You may only move 6" if carrying out this SA - so its similar to Power Drain except the penalty is chosen for you.

With only 1 special action a turn you are also foregoing rebuilding/reinforcing shields. reloading, all hands on deck damage repair and all the other SA possibilities.

Not to mention you only get the benefit of evasive maneuvers 50% of the time. (With a standard crew.) You have to roll 8+ on your crew quality check or it does not 'work' and you just wasted your SA for the turn.
