Query re skills and specialities

I'm a little unsure of how specialities function. Do they replace or augment the skills in question? E.g. If I have engineering 0 and move to engineering 1 do I have to take a speciality and if so do I now have engineering 1 and engineering (speciality) 1 or simply the latter?

Example: You get Eng. 1. You have to take a specialty. So, you take Eng 1/Jump Drives. You then have Eng-0 in every other Eng. specialty.
