And in the episode where they are intercepted and captured by SHeridan and Bester, Bester lets us know that not all is well within the Corps. There are things going on that even he doesn't agree with...

Actually I would think the various power brokers would be looking to steal some of the teeps on the sleepers, or found as children to be raised in their own 'black ops' bases as a counter. No power base doesn't try to defend itself vs the information gathering tools and weapons of war of know rivals.

Thus you would have a secret service that would have Teeps to counter the Corp., a Planetary Force to balance the Space navy, etc. Just saying that earth has tended to learn the hard way that power corrupts, and silent hidden power corrupts in really perverse ways. They would try to build in 'options' for dealing with such a powerful organization, as standard guns and investigations would be completely impotent.

We see with Ivanova that there are options for Teeps outside of the Corp. Just that those options are bad...

Yeah, they may have been a government arm at one point, but they were the arm with all the secrets. Very easy to see them go rogue and take all the goodies with them as Clark was falling. I always figured the 'secret service' equivalent had its own hidden cache of telepaths anyway, just to keep the Corp in line and watch for tampering.

Well, where would those Teeps have come from? My money says they would have been PsiCorps trained...
