Precise states that it will add 1 to the damage table. Is the exception to that a bulkhead hit, or does that mean a precise weapon will always get at least a Solid Hit?

The modifier is added to any damage table rolls. A Bulkhead is increased to a Solid Hit.

Always at least a solid hit and double the chances of a critical as you now crit on 5+.
