Not everyone was planning on fighting the USN, RN or Japanese These were quite credible considering their likely opponents (Chile, Brazil). The Argentinean Navy was probably the most powerful navy in the region.
But thats exactly the point. Why include them in VAS if they weren't ever going to be involved with the 'big 4' naval powers(I suppose 5 counting france...)?

You include them so that they can be used as a force if people want them.
I mean there is going to be some element of Ahistoric engagement in even the "big whatever" especially in tournament. heck you may even get two of the same fleet fighting .
I like the Idea of what if scenarios with these minor nations ships involved. And I agree with DM I hope that MG is not just about tournament play. I play because I enjoy it not because I want to put together some beardy unbeatable fleet just because the rules say you can. I have seen mentioned how players want to buy things like 3 or even 4 yamato class ships without any thought about history. I would like to see what might have happened with historically accurate lists in what if scenarios. So bring on the uruguayans and against a force of Brit cruisers in the South Atlantic. Or what about th Argentineans taking advantage of the world conflict to invade the Malvinas Circa 42, now that would be interesting
