One of the problems I see with the PL systeme is that it uses few value for a big scope ( ship from DE to BB ) and then have a big "quantification noise" : there's a lot of gap with ship who don't realy fit in these, shipŝ that have too or not enought power for their value.
I thing that one idea to solve this without changing much is to use fractional cost for ship of the same PL. The most obvious of these are 2/3 ( value -0.5 (realy -0.41.) ) and 4/3 ( value +0.5 ( realy +0.59.) ): a weak raid would cost 2 raid slot for 3 ship, a strong raid would cost 4 slot for 3 ship.
( value : if we see the PL as a logaritmique scale in base 2 we could have patrol be value 1 and then skirmish 2, raid 3, battle 4, war 5 )
In these division a strong is nearly the same as the weak above but a little more costly for breakout of 2 level, witch may be consistant in an roleplaying view : an old battleship, weak battle, may have the same power as an new cruiser, strong raid, but is a little more expendable for big battle. ( 4 war pts will give 12 of the first and 9 of the second and also 12 raid ship )
This will double the number of possibility for classing some ship. We can add a Titan PL for the paper ship like the Z plan H44 or the planned successor of the Yamato to further increse the tunning of the PL scale.
With these for quick game strong and weak ship can just been forgotten, and be used as more advanced rules or in senario.
