Piloting Skill Stat DM?

A lot of the skills in the book have examples of their uses and list what stat modifies the skill roll, Except Pilot skill. There are only a couple of examples in Spacecraft Operations that list a Pilot skill Use modified by a Stat DM. Is it intended by the rules that ANY and ALL Pilot Skill Rolls should be modified by a Stat? And if so, which one?

For example, trying to avoid a Collision, should that be modified by a Stat DM or is that just a straight Skill Roll modified only by the Skill Level?

Yes, they should also have a stat modifier in, but which one is up to the referee. For example, to avoid a collision should probably be Pilot modified by Dex. However, trying to figure out a strange cockpit might be Pilot modified by Intelligence. Trying to remember the flight specs of a shuttle might be Pilot modified by Education.
