paintng fed ships

I know there are a lot of different paintng styles out there for fed ships and I'm figuring out what I want for my fleet (98% complete), but a couple of questions.

some ships have a double circle on the saucer section and some don't. The constitution class doesn't which mirrors the big E in the origional series, but the Ortega and Chicage do. Also a lot of the decal sheets have these as well but for all classes of ship.

does the double circle represent something? Squadron leader markings? Defense array? Esthetic paint scheme?
 
Genrally, the ships which are either one of the "war" classes (like the DW, NCL, NCA and NCF; trading in operational range and "pre-war" construction tolerances to allow for faster construction needed in the cauldron of the General War) or the more powerful classes which made their debut in that conflict (such as the BC and DNG; the latter being a substantial refit of the original DN) have a different style to them decal-wise; to include things like the circular banners on the saucer sections.

So, if you want to have a force tailored more towards the pre-war (or early war) hulls, or instead prefer to go heavily into the "war" classes, each type of force would have a distinct scheme to them.

(Not quite as dramatic as how a SparrowHawk looks compared to a War Eagle or KR; but enough to do for Star Fleet, it seems.)
