OK, point taken, but we're talking about colour consistency, not image quality. Image quality from bad photos will still be bad whether it's pdf or hard copy.

BUT the colour consistency between Mongoose pictures is bad as well. They take their photos in the same light tent, the same background and yet the different colours they manage to get are amazing...

The Armageddon books is a great one for this but the same effect can be seen in the fleet book as well.
 
OK, butyou;'re missing the point I'm trying to make, all the sources of colour inconsistency you list above will exist, whether it is a pdf or a printed book, but by existing in a printed form, assuming you had consistency across the print run (An erroneous assumption perhaps, but one I'm making and stating openly) you will have a consistent finished product. Every image of Centauri ship 43A will look the same in every hard copy of the painting guide.

By releasing it as pdf to be viewed on umpteen different monitors or printed on as many different printers adds even more variance to the look of the 'finished product'

Since no two people are ever going to paint two models exactly the same, I don't think its that big of an issue. I mean, I've seen fleets of EA that looked like someone had a grabbag of skittles when they picked their colors.

As long as it gives the painter a good idea of the style of how ships look, techniques in how to get certain effects (vorlon skin, or drazi engines, etc) then slight variances in color are a non-issue

I agree with this - so long as the techniques are described well and the colours used (with equivalents in Vajello and Citadel if possible) then small printing inconsistancies will be trivial.
 
You don't need them to give the equivalents, you only need this site. This cool page will give you every color you will ever need from almost every major paint brand available. If for some reason he doesn't have a paint you have, let him know and he'll give you details on how to help him get it into the system! This is quite possibly one of the coolest sites for paint reference I know.
