Under Qualification on page 16, it says

If you fail this check, you cannot enter your chosen career this term.

Do the rules clearly state anywhere if you can or can't attempt to qualify again in a future term?

The sentence quoted explicitly states that the prohibition on entering that career is for the current term. Hopefully most people will figure out that they can try again later.
