[Not Vehicle] An oddity in the last HG preview?

In the last High Guard playtest document torpedoes of a given type cost less than missiles of a given type. I'm guessing that the costs are per ton (12 missiles, 3 torpedoes), but I don't remember seeing that stated anywhere.
 
I suspect that is a cunning plan.

Torpedoes (and launchers) are cheaper than missiles (and launchers), with the result that for big ships (10000dT+?) it is more economical to use torpedoes, but for small ship the small number of launched torpedoes becomes too vulnerable to EW, so they use missiles instead.

So, big ships use torpedoes, small ships use missiles.
