One need not look any further than our own little planet! While the article might only appeal to political grognards, it does give some interesting ideas on how to create your own subsector with lots of adventure possibilities. That part of our planet offers many real-world problems that easily translate into something for the referee to convert into an adventure, be it a one-shot or something continuous.
Instead of the omnipresent Imperium you have a dysfunctional league constantly sniping and jockeying for position, while (usually) avoiding outright war. Many available patrons for rescuing kidnapped daughters, to kidnap daughters, to smuggle political exiles in (or out) of systems that would rather not have them. Maybe the odd gun running jig, or even legitimate trade where buying low and selling high makes for fat merchants (and open-handed officials, pirates and brigands looking to have you share your wealth...). Changing the names to protect the guilty is just a suggestion however.
So all you really need to do is open your newspaper and find your next adventure!
